BACKGROUND:

Change Order #16 is the final quantities adjustment for the Downtown Reconstruction project. It reflects the "as-built" condition in relation to unit price quantities (HMAC (Hot Mix Asphalt Concrete), concrete, curb, etc) installed during the construction.

This change order also reflects the following items which were not included in the original project:
* additional cost to upgrade the pedestrian signals and remove a power pole at the intersection of Hopkins and N. LBJ
* revise traffic pole at SE corner of N. LBJ and Hopkins to add luminaire for intersection illumination
* repairs to the Edward Gary/Moon alley
* sidewalk construction on University
* additional pedestrian lighting
* modification of landscaping to a low maintenance drought tolerant plant palette
* increase in HMAC quantities due to installation of a thicker base section in alleyways from original plans to accommodate heavier traffic loads
* change during construction on N. LBJ from a lime stabilized subgrade to a thicker base section for faster construction
* unanticipated changes to irrigation on Hutchison due to street cross section modifications
* modifications to the water quality pond and LID modifications to the project.

With this final change order the contract is 10.53% over the original bid amount. This change order percentage is well within industry standards for this type of revitalization project in a developed downtown area. By state statute changes orders cannot exceed 25% of the...
