Prior Council Action: At the City Council meeting held August 2, 2022, a motion to approve Character District 5 (CD-5) was made and the motion carried 4-3, with Councilmembers Baker, Garza, and Gonzales dissenting. The following topics were discussed: (a) explanation for why the acreage of the annexation and zoning cases did not correlate, (b) explanation of the CD-5 request in the context of it being the City's most dense zoning district, (c) the desire for commercial development in the area to serve the existing and proposed residences, and (d) concerns over flooding in the area, the development's impact on traffic, and the project's adjacency to light industrial development.
