BACKGROUND:  
The City's Comprehensive Plan: Vision San Marcos, directs the City to complete Neighborhood Character Studies to further plan areas that were identified as Areas of Stability. Planning Staff began this analysis in the summer of 2014 by gathering data on the DNA of the study areas, then distributed Brand Your Neighborhood Kits on two occasions. Following analysis of this data, neighborhood workshops are currently being held throughout the community. It is anticipated that these activities will result in an amendment to the Comprehensive Plan, and the associated Preferred Scenario Map.
Anticipating this amendment, staff is recommending that the Comprehensive Plan Oversight Committee act as the initial review body for any changes to the Comprehensive Plan. At this time there is no board assigned for this type of review and the Oversight Committee is only tasked with annual review of the Plan's objectives and is directed to meet twice annually. Staff recommends that the Committee be required to meet once per year, and more often as necessary when amendments to the Plan are proposed.  The following attachment contains these edits and staff is requesting Council direction to place the item on an upcoming agenda for consideration.
