Background Information:
City Support of Public Events Policy: In 2019, City staff presented a policy to support public events creating a transparent, consistent, and equal process for event organizers and staff to follow. Value of services, actual hard costs, and staff over-time were not factored into the annual budget when the original policy was prepared. It was difficult to calculate the in-kind service value which makes it difficult to offer equal services to event organizers. A few years later, City Management directed staff to phase out the in-kind services. Destination Services staff created processes and various grant opportunities to assist in providing financial support to cover the additional expenditures of permits, facility rentals, security, etc. ...
