BACKGROUND:
Public Services is requesting Council authorize the use of Water/Wastewater contingency funds in the amount of $100,000 for the rental of a belt filter press used for solids dewatering while the centrifuges, normally used for dewatering, were being repaired.
Dewatering of solids at the Wastewater Treatment Plant is normally done through the use of two centrifuges. In January, centrifuge #702 was taken out of service due to a major component failure. At that time CH2M was authorized to bring in a portable belt filter press to provide backup to the remaining centrifuge. Parts for the repair of centrifuge #702 were delayed due to the heavy snows on the East Coast. When remaining centrifuge #703 began experiencing gear problems the portable belt filter press was put into operation allowing the plant to remain in compliance while the repairs were completed. The belt filter press continues to be used as needed while waiting on repair parts for centrifuge #703. CH2M and the City have agreed to share the cost for the belt press rental operations. This expenditure has not been budgeted for, however, the City budgets $100,000 per year in contingency to be accessed through Council authorization. This item request authorization to allocate the $100,000 for this emergency situation.
