Consider approval of Ordinance 2016-39, on the second of two readings, establishing and confirming the current speed limits along Loop 82 (Guadalupe Street) of 30 miles per hour in both directions between San Antonio Street and Grove Street and 35 Miles Per Hour in both directions between Grove Street and IH-35; directing that such speed limits be incorporated into the Traffic Register maintained under Section 82.067 of the San Marcos City Code; and including procedural provisions.

BACKGROUND:
TXDOT Austin District recently conducted speed study on Loop 82 and proposed two speed zones within the City of San Marcos. TXDOT would like City Council to approve the following two speed zones with ordinance:
1. 35 mph from the centerline of IH-35 north to Grove Street.
2. 30 mph north of the 35 mph zone on both streets comprising the one way pair. 30 mph on Grove and LBJ heading north. And 30 mph on Guadalupe heading south from San Antonio Street.
City Staff reviewed the request and suggest approval.
