BACKGROUND:  
The wholesale water treatment rate is the rate charged to the Guadalupe-Blanco River Authority (GBRA) for the treatment and delivery of water from the City of San Marcos' Surface Water Treatment Plant to GBRA water customers.  This rate is calculated and adjusted on an annual basis.
