BACKGROUND:
Pursuant to Section 82.003 of the City Code, an ordinance is required to establish a speed limit that varies from state law on streets or parts of the streets within the city.  An engineering and traffic investigation is required to support the speed limit and signs must be erected giving the public notice of the speed limit.
City staff conducted a speed survey on River Road and found the 85 percentile traffic speed to be 38 mph.  Based on the traffic speed distribution and roadway geometry, city staff recommends increasing the speed limit on River Road from 30 mph to 35 mph from SH 80 to the IH 35 frontage road. The traffic engineer will develop and maintain a traffic register to include the speed limit at this location as required by Section 82.067 of the City Code.
