BACKGROUND: With the retirement of the Fire Marshal, Ken Bell; a transition plan is being created to address the future fulfillment of the numerous responsibilities held by that position over the past several years. Mr. Bell was responsible for the oversight of not only Emergency Management but also the functions of Fire Marshal, Park Rangers, Animal Services, Municipal Court Bailiffs, Environmental Health as well as Code Compliance. Mr. Bell was an extremely unique individual with an amazing ability to multi-task. Due to the unique nature of our community and the high risk of natural disasters coupled with the previous floods experienced in 2015, city management would like to request to amend the budget in order to authorize an additional full time position so that we could start an immediate search to find a qualified Emergency Management Coordinator. City Management feels a higher level of focus needs to be applied to Emergency Management Coordination within the City of San Marcos.
