Background Information:
The proposed Tapville kiosk at San Marcos Premium Outlets is a self-pour beer and wine kiosk that will be permanently located on the subject property. In the past, 3 former kiosk businesses have received a Conditional Use Permit by the Planning and Zoning Commission in this general location. Operations are structured with safeguards to ensure responsible alcohol service, including a trained employee on-site to manage safety and built-in pour limits to prevent overconsumption. Individual stores on the subject property may decide whether beverages are allowed inside their businesses. Staff added a condition of approval that no alcohol sales shall occur after 9pm to avoid late-night activity and to ensure that an employee be on-site. Additional safety measures include locking the trailer, refrigeration, and dispensing system after hours.
