Background Information:
Staff has received a License Agreement application for the property located at 1115 Belvin Street located within the Belvin Street Historic District. The license agreement is to allow a portion of an existing driveway and a portion of an existing detached garage to remain located within a public alley. This request was initiated after the City received an inquiry from a neighboring property owner expressing concern that the driveway and garage encroach into the public alley.
The driveway and detached garage were constructed at its current location prior to 1958 and may have been in place since at least 1944.
The proposed license agreement would allow the owner of 1115 Belvin Street to continue using a portion of the alley as a driveway and keep the detached garage in its existing location. There are no existing City utilities in the alley.
