Fiscal Note:
Prior Council Action: City Council provided direction to create seven Area Plans in 2020 as part of the Comprehensive Plan effort. The boundaries for the Area Plans were approved in August 2022 and the Dunbar & Heritage Neighborhood Area Plan kicked off in October 2022.

Background Information:
A public hearing on the final draft of the Dunbar & Heritage Neighborhood Area Plan was held on November 13, 2023 at the Planning and Zoning Commission meeting. The Planning and Zoning Commission postponed action on the Plan. Chair Garber appointed a subcommittee consisting of Commissioners Agnew, Burleson, Meeks, and Spell to review outreach and determine if additional input into the Draft Final Plan is needed.

An update from the subcommittee was brought to the full Commission on January 23, 2024 to garner consensus. The Commission provided the following feedback:
* Separate the Dunbar Neighborhood from the Heritage Neighborhood with the subcommittee to redraw the new boundary and provide recommendations for renaming the plans.
* Focus on outreach to Dunbar, specifically:
o Include those who want to participate but did not have the opportunity to.
o Focus on those who live or have previously lived in the Dunbar Neighborhood.
