BACKGROUND:
The San Marcos Water Quality Protection Plan (WQPP) is being developed under the authority of the Habitat Conservation Plan (HCP) of the Edwards Aquifer Recovery Implementation Program.
The HCP requires that the City of San Marcos take actions that increase the likelihood of survival and recovery of threatened and endangered species found in the Edwards Aquifer and the Upper San Marcos River ecosystems. The primary charge for the WQPP, per the HCP, is to reduce the impacts of impervious cover and associated non-point source pollution.
An overview of the WQPP recommendation will be presented that includes potential revisions to the Land Development Code and to the Stormwater Technical Criteria Manual. Recommendations also address the potential for new or enhanced municipal programs including a stormwater retrofits program and a land conservation program.
