BACKGROUND: 

On May 5, 2015 the Council provided direction to Staff to move forward with revisions recommended by the Sunset Advisory Commission, and to bring back language with no more than 2 non-residents being part of the composition of the board.  A redlined version of all proposed changes is attached.
