Background Information:
Council authorized the City's electric utility, "SMTXU", to implement a voluntary program allowing its customers to purchase certified renewable energy in March 2021. SMTXU, in coordination with the Utility Billing division, implemented the program with rollout to its customers in May 2021. In order to manage the program, SMTXU needs the ability to acquire and divest Renewable Energy Credits (REC's) through the Electric Reliability Council of Texas (ERCOT), which manages the Texas electric market and grid.
