CITY COUNCIL GOAL:  Quality of Life and Place

BACKGROUND:
The scope of work for the Charles Austin / Hopkins Crosswalk Project included the extension of an existing stormwater culvert, the addition of sidewalk and handicap ramps, crosswalk striping and pedestrian push button crossing poles.  After the project was designed and bid, only two contractors submitted a bid, and the lowest bid was $102,586.  This was almost twice the amount of the engineers cost estimate, $61,213.

Due to the low bid being almost double the project budget, all bids were rejected, and a new plan was put into place. The secondary plan broke the project down into electrical and concrete/striping components. This required a Minor Construction Contract (MCC) for the concrete and striping work and the use of an existing contract for the electrical work.  Unfortunately, once the MCC was awarded, the existing contract was no longer active.  At this time, the project went to the tertiary plan.
The tertiary plan required a change order to contract only labor with several contractors and have the city provide the materials.  The City supplied the materials as specified in the plans, and the project was completed in early October.
Using the approach above, the city saved approximately $50,000.  The total construction cost was reduced to $59,642.64 or 45.8% of the amount originally bid.
