BACKGROUND:

City Council received a presentation from Texas Aviation Partners on August 18, 2015 regarding two documents relating to the operation of the San Marcos Regional Airport ("Airport") that need to be updated. Council provided direction for staff to bring forward proposed revisions to both documents during Council discussion at the August 18, 2015 meeting. This agenda item seeks Council's approval of revisions to the Minimum Standards for Commercial Aeronautical Activities ("Minimum Standards"), the document that governs standards for fixed base operators (fuel sales), specialized aviation service operators (flight training, aircraft maintenance, etc.) and other tenants including nonprofit entities. The Federal Aviation Administration highly recommends the use and implementation of minimum standards as a means to minimize the potential for violations of Federal obligations at federally obligated airports. The last revision of the Minimum Standards was in 2008 when the standards were amended to provide for unattended fueling service operations at the Airport.

Texas Aviation Partners has completed a comprehensive re-write of the document in an effort to make the Minimum Standards more user-friendly. Due to the substantial changes in content and format, a redline version is not provided, although the current Minimum Standards are attached.
