Consider approval of Resolution 2026-151R, approving an Amended and Restated Development Agreement with HK Baugh Ranch, HK Riley's Pointe, Benchmark, and HK Real Estate Development in connection with Hays County Municipal Utility District No. 9 allowing for the use of 4,000 Living Unity Equivalent (LUEs) of wastewater and, if applicable, water service, authorized between Districts No. 8 and No. 9 to be shared and the city agreeing to serve an additional 500 LUEs of wastewater and, if applicable, water service, which may be shared between the districts; authorizing the City Manager, or her designee, to execute the agreement on behalf of the city; and declaring an effective date.
