What the Software Provides
• Continuous cybersecurity testing that identifies real-world security weaknesses the same way a malicious threat-actor would.
• Allows the City to find and fix exploitable vulnerabilities proactively instead of relying solely on scheduled third-party point-in-time penetration tests.
• Provides clear, actionable results that help IT staff prioritize the highest-risk issues first.
• Reduces cybersecurity risk city-wide by validating whether security fixes were actually repaired.
Why the City Needs It
• Ensures the City’s security posture keeps pace with rapidly evolving cyber threats.
• Improves operational efficiency by reducing the burden and cost of multiple manual security assessments. Our recent single grant-funded penetration test cost $43,500.
• Supports compliance, auditing, and incident-preparedness requirements.

This purchase will establish a new service from Freeit Data Solutions, Inc., on the Texas Department of Information Resources cooperative contract #DIR-CPO-5175 related to their security software which will be utilized by the Information Technology Department to continuously assess potential cybersecurity weaknesses through the lens of a would-be threat actor, thereby preventing unauthorized access, data leakage, and costly security incidents. The City is authorized to utilize cooperative purchasing programs, including the Texas Department of Information Resources program, by Local Government Code, Chapter 271. This new City contract will be for a five-year term in a total contract amount of $229,900. Payments will be made annually in the amount of $45,980.
