Flood Protection Master Plan
Background Information:
After nearly ten years of effort the Federal Emergency Management Agency (FEMA) has issued new Flood Insurance Rate Maps and Studies for Hays County and a majority of the San Marcos city limits. Chapter 39, of the City’s Code of Ordinances, is the Flood Damage Prevention Ordinance which establishes the City’s regulations and responsibilities for managing areas of special flood hazards. As part of the participation National Flood Insurance Program the City enforces this ordinance and is responsible to adopt the latest maps as they are issued.
The adoption of these maps is the culmination of the advisory maps issued after the 2015 floods and the Preliminary Flood Maps that followed. While FEMA has now issued these maps as the regulatory map the City has been enforcing these changes, and subsequent updates to the models and studies associated with the vast floodplains, since 2015.
