Background Information:

The City of San Marcos submitted a grant application to the Texas Department of Transportation (TxDOT) 2024 Highway Safety Improvement Program in March 2024 for the Thorpe Lane & Springtown Way Intersection Improvements project. In April 2024, the Texas Transportation Commission approved funding for the HSIP Thorpe Lane & Springtown Way Intersection Improvements project.

 

An Advanced Funding Agreement (AFA) is required between the Texas Department of Transportation (TxDOT) and the City of San Marcos (City) to complete this project. The total construction grant is $897,567.00, and the city will be responsible for project design costs and construction oversite; which is currently estimated at approximately + $200,000. The AFA agreement requires $57,628 of the city’s total estimated cost. The city will also be responsible for the maintenance of locally owned facilities after the completion of the work.

 

The project objective includes realigning the San Marcos Housing Authority’s driveway to align with Springtown Way as well as add signalization and lighting to increase intersection safety and provide a new cross-walk for pedestrians to cross Thorpe. 

 

TxDOT provided a preferred advertising date of August 1st, 2027; however, the city would like to move forward with completing the design and submitting to TxDOT well before this date in hopes of moving up the construction timeframe. The design will be completed in 2025.  TxDOT will determine if we can move up the construction date once the plans are completed and construction is expected to last 6 - 9 months when it does start.

 

This project will be coordinated with the Thorpe Lane Sidewalk project that Council authorized August 5, 2024 under Resolution 2024-137R which will use Community Development Block Grant ("CDBG").  Both projects will be designed together but will need to be constructed separately due the TXDOT grant requirements.  TXDOT will bid and construct the Thorpe Lane & Springtown Way Intersection Improvements project while the City staff will bid and construct the Thorpe Lane Sidewalk project
