Background Information:
This purchase is for a hydro-excavation system equipped on a Freightliner heavy duty truck chassis. This will enable safer excavation with less chance to damage subterranean utilities, while also using less overall heavy equipment. The system includes suction, water jetting, and tankage systems with an extendable boom to liquify soil and remove it.
Hydro-excavation gives us the advantage and ability to minimize the risk of damaging other utilities that are buried in close proximity of water and sewer mains and services by exposing utilities with high pressure water wands. Hydro-excavators are initially expensive but the cost to repair a fiber optic line can potentially run into the millions of dollars.
Through authority granted in Local Government Code 271, the City is making this procurement of a Truvac HXX from Freightliner of Austin of Austin, TX through Buyboard cooperative contract #601-19 and #593-19 in the amount of $432,741. These cooperative contracts were entered into after a state law compliant competitive bidding process.
