Background Information:

The City of San Marcos is completing two fiber-infrastructure projects to improve reliability and connectivity between key municipal facilities as part of the City’s long-term strategy to connect City-owned assets to the municipal network. The first project route, extending from the Redwood Electrical Substation to the Wastewater Treatment Plant (WWTP), includes aerial and underground construction such as pole make-ready work, installation of more than nine thousand feet of aerial strand, placement and lashing of over ten thousand feet of fiber, completion of highway and river crossings, installation of fiber distribution equipment, and full OTDR (Optical Time Domain Reflectometer) testing to ensure system readiness.

The second project route replaces the aging fiber network supporting City Hall and adjacent buildings. This includes pole adjustments, installation of fiber cabling, creation of new building entry pathways, extension of new 24-strand fiber between multiple network closet locations, and upgrades to termination hardware.

The City is authorized to procure these services through the TIPS Purchasing Cooperative under Contract #260105 by way of Local Government Code, Chapter 271, and the associated City contract number is 2026-063. The selected TIPS contractor, CommServPros, LLC, is also a proud member of the State of Texas Historically Underutilized Business (HUB) Program, further supporting the City's commitment to inclusive and fair procurement practices.

Staff recommends approval of the contract with CommServPros, LLC under TIPS Contract #260105 and City Contract #2026-063 in the amount of $235,804.15 and authorization for the City Manager, or her designee, to execute the agreement.
