Background Information:

The site underwent work with the addition of natatorium, building additions and additional parking under Site Permit #2025-53897, in 2025-2026. The permit showed that an existing driveway along Rattler Rd. would be removed and a driveway would be installed at the southern end of the parking area. The site permit was approved with his configuration.

 

The site permit applicant requested that the existing driveway remain and that the new driveway south of the parking area be installed. The applicant stated that the existing driveway would be gated at all times except for during the football games, where it would serve as an exit only driveway for the parking area.

 

Section 3.6.4.1.E.3 of the Land Development Code (LDC) requires driveways accessing a right-of-way greater than 80 feet in width to be spaced a minimum of 300 feet apart. Rattler Road has a 90-foot-wide right-of-way. The proposed development includes a new driveway while retaining an existing driveway. The two driveways are approximately 135.39 feet apart, measured from centerline to centerline, and therefore would not meet the minimum driveway spacing requirement.

 

In addition to the Alternative Compliance request, a waiver from Section 5.3.G of the Transportation Design Criteria Manual is required. This section requires Type II and Type III driveways on Avenues to align with opposing streets or driveways or maintain a minimum offset of 200 feet, measured edge to edge.

 

A traffic control plan will be submitted to the City of San Marcos Traffic Engineering for review to demonstrate that the proposed two-driveway configuration will not create additional traffic conflicts.

Recommendation: 

Staff recommends approval of the request with the following conditions:

1.                     The driveway shall be gated and locked at all times other than high school home football games; and

2.                     The driveway will be used and painted as a one-way exit.
