Background Information:

The attached change order for $360,000.00 to contract 224-007 with Payton Construction, Inc. will provide replacement of deteriorated piping and inoperable valves that were discovered during work on the Comanche Pump Station Improvements project and increase the total contract amount to $3,578,046.00.

 

In August of 2024 Council authorized the construction contract with Payton Construction, Inc. to upgrade the piping, valves, and pump replacement at the Comanche Pump Station which is major booster pump station in the water distribution system that maintains pressure for thousands of residents. 

 

During underground construction to upgrade discharge piping outside the pump house, deteriorated asbestos concrete piping and leaking valve were discovered which hampers the proposed yard piping completion.  The work will include installation of 6-inch diameter, 12-inch diameter, and 20-inch diameter ductile iron valves and piping to refeed a house and fire hydrant in the vicinity, demolition and abatement of asbestos concrete water pipe, and reconfiguration of the piping network and valving on the discharge piping for the Comanche Pump Station just downstream of the pump house.  The replacement of piping and valves will require multiple tie-ins to construct.

 

Construction will commence on the change order work immediately after authorization by Council and completion is anticipated by mid-April 2026.  This work will improve reliability and operational control of infrastructure directly downstream of the upgraded pump station.
