Background Information:
In July 2022 the City Council approved the second tranche of ARPA funding. Included in this approval was funding for an ARPA Grant consultant in the amount of $110,000 to augment City staff capabilities and ensure compliance with applicable laws and grant requirements of the American Rescue Plan Act (“ARPA”) of 2021.
On September 1, 2022, the City received ten (10) proposals in response to a Request for Proposals for “Consulting Services for Oversight and Compliance in Connection with the American Rescue Plan Act (‘ARPA’) of 2021, RFP #222-194. A City-staffed evaluation team thoroughly reviewed and evaluated all responsive proposals and further interviewed the top two (2) firms. The evaluation team determined the most highly qualified and best value to be Booth Management Consulting, LLC, located in Columbia, Maryland.
After successful contract negotiation, the City has reached an agreement for an amount of $110,000 for the term of April 1, 2023, through December 31, 2023. The contract allows for the option to extend for up to three (3) additional one (1) year periods at which point City staff will seek City Council approval for the extension. The total period of the contract, including all extensions, will not extend past December 31, 2026.
Booth Management Consulting, LLC, will provide expertise to augment City staff capabilities and ensure compliance with applicable laws and grant requirements of the ARPA funding, while maximizing the recovery and beneficial uses of funding for the San Marcos community.
