Background Information:

The purpose of this item is to repair the main entrance pathway of the Parks and Recreation office, also known as the Grant Harris Jr. Building. The building originally served as the San Marcos Police Department until 1995, when it was renovated to become the new headquarters for the Parks and Recreation and Environmental Health Departments.

Over the past 50 years, the main entrance landing, stairs and pathway have shifted significantly from the building’s foundation.  This has created uneven surfaces and presents multiple trip hazards. The demolition of the existing entryway and construction of a new entryway will eliminate these risks , and the entrance will meet Americans with Disabilities Act of 1990 (ADA) accessibility standards by providing a safe and compliant pathway into the facility.

Vaughn Construction LLC, the selected contractor, has extensive experience performing complex repairs and construction.  Recently the company successfully constructed the new San Marcos Municipal Court on behalf of the City.  The construction schedule has been coordinated with the Parks & Recreation department and staff anticipate minimal disruption to the public by performing this project in winter and early spring.

Benefits of this project include:

                     Repairs the main entrance pathway, including new stairs, handrails, and sidewalk sections.

                     Eliminates existing trip hazards thereby improving safety for the public and staff.

                     Ensures full compliance with the ADA, bringing the building into compliance with regulatory requirements.

                     Provides a more welcoming and visually appealing building entrance.

                     Extends facility useful life by preventing further separation between the pathway and building.

 

Pursuant to Local Government Code 271.102, the City has authority to participate in cooperative purchasing programs therefore staff recommends award of this project to Vaughn Construction LLC, Universal City, Tx, in the estimated amount of $109,688.00 through the Omnia Partners purchasing cooperative contract # R241607.
