Prior Council Action: (Postponed on August 17, 2021) Council approved Parking Advisory Board recommendation resolution 2019-01 on 10/15/2019. Part Four specified the use of $500,000 in TIRZ #5 funding for the Electric Cab Pilot. On 08/03/2021 Council considered a budget amendment to add these funds to the approved budget. At the August 17, 2021 meeting City Council postponed staff’s recommendation for award.

Background Information:
On November 19, 2020, the City received three (3) proposals in response to RFP 220-270 for an Electric Cab Pilot Microtransit Solution. Proposals received were from RideCo., Los Angeles, CA, O-Cartz, Orlando, FL, and E-Cab of North America, Austin, TX.
After proposals were received, it was determined that the Request for Proposal did not accurately reflect the current Parking Advisory Board’s goals and objectives for the Downtown Electric Cab Pilot Microtransit Solution. Staff is therefore recommending rejection of all proposals. The City will develop a new RFP that more accurately reflects objectives of the Pilot and will reissue the solicitation.
