San Marcos Electric Utility Master Plan
Background Information:
San Marcos Electric Utility is responsible for maintaining its high voltage power transformers, circuit breakers, and protective relays as well as its medium voltage distribution substation components. Currently, this work is performed by the Lower Colorado River Authority through a council approved interlocal agreement. SMEU personnel have the ability to perform this work internally, have established a maintenance process, and have developed an equipment list necessary to perform these tasks internally. The budget for the equipment was approved as a capital outlay line item for FY21. The payback for this expenditure is just less than five years.
This contract is for one of several pieces of test equipment needed for the overall program. Specifically, this component made by Doble Engineering, model F6150E, and its proprietary Protection Suite Pro software are used to test microprocessor based relays which are the primary components in our substation transformer and feeder protection systems.
This sole source purchase is exempt from competitive bidding per Texas Government Code 252.022 (7)(D) as a “component purchase” to maintain continuity of reports, status, and preserve historical data that was performed in the past by Lower Colorado River Authority. The attached Memorandum further describes the exemption requirement.
