Background Information:
The subject property is located at 330 Wonder World Drive. The property is platted as Lot 7B of the Stagecoach Business Park Subdivision. The site is zoned General Commercial and the proposed development consists of an office building and parking. This site is inundated by the 100-year floodplain and includes water quality zone. The development reclaims floodplain and water quality zone around the building area with the remainder of the lot still within the floodplain and water quality zone.
This site is a Qualified WPP2 because there is reclamation of floodplain and water quality zone and impervious cover is proposed within the water quality zone. The code does not allow for impervious cover to be placed within the water quality zone, but does allow reclamation of water quality zone by filling higher than the floodplain. The code also allows for a petition for waiver from water quality and stormwater standards. Since this site was platted (June 2017) prior to the 2018 code update, the prior code requirements apply.
The applicant is petitioning to allow impervious cover to be placed within the water quality zone. This allows some floodplain storage to be maintained on-site. The alternative would be to fill the entire site, provide compensatory storage elsewhere, and likely include improvements to the existing Willow Springs Creek channel.
The proposed development mitigates water quality impacts by providing pervious paver system that provides 1.25-inch WQV and 89% removal of increased TSS. This is a higher standard than what the site would be required to provide under the current code (under current code, site is within the San Marcos River Protection Zone which requires a 1.25-inch WQV and 80% removal of increased TSS). The pervious pavers also allow for infiltration of stormwater.
The proposed development meets requirements of the Flood Damage Prevention Ordinance including, providing a hydraulic analysis that shows no rise in the floodplain or rise contained within a drainage easement, showing that floodplain storage is not reduced, and proposed building lowest floor is 2-feet above the floodplain.

Staff has reviewed the request and determined the development meets the requirements of the Flood Damage Prevention Ordinance and adequately mitigates for adverse impacts to the Water Quality Zone and recommends approval of 2018-26194 Qualified Watershed Protection Plan Phase 2 and petition to allow impervious cover in Water Quality Zone.
