Background Information:
The City of San Marcos is authorized through Local Government Code, Chapter 271, to participate in cooperative purchasing programs. As the City is a member of the BuyBoard purchasing cooperative program, the City is authorized to make this purchase from Rush Truck Centers through the BuyBoard cooperative contract #723-23 for Medium and Heavy-Duty Trucks, Parts, and Maintenance Repair Services.
To provide interim wastewater management services during the construction of the FM 1978 Water Reclamation Facility (WRF), pump and haul equipment is needed to transport wastewater generated by the developments in the cost sharing agreement until the completion and commissioning of the new WRF. Two new (2) 2027 Peterbilt 567 truck and vacuum trailers from Rush Truck Center for $545,390.74 will be purchased for the interim wastewater management operation. Once the FM 1978 WRF is fully online, the trucks will support the daily operations of the Wastewater Collections division of Utilities.
In May 2024, Council approved a cost sharing agreement with multiple developers to fund a new WRF in rapidly developing area in the southern part of San Marcos. The new facility will allow the City to avoid multiple, small package plants throughout the area around and upstream of the San Marcos River. The new facility is anticipated to treat 2 million gallons per day (MGD) initially and be expandable to 8 MGD. An alternative delivery method for design and construction of the WRF is required to meet the agreed schedule and provide price certainty in lieu of conventional design-bid-build method, typically employed by the City. The new FM 1978 Water Reclamation Facility will receive sewage from the collection system prior to it being fully operational for processing and treatment. It will be necessary to pump and haul raw sewage from the FM 1978 WRF to the existing River Road Water Reclamation Facility to be treated according to regulatory standards.
This project was identified as a priority in the 2025 Wastewater Master Plan to address treatment capacity issues anticipated due to growth in southern San Marcos. Once FM 1978 Water Reclamation Facility is operational it will serve the immediate area and will allow the diversion of flows from the existing River Road Water Reclamation Facility to help defer some near-term capacity improvements needed there.
Construction is anticipated to begin on FM 1978 WRF in September 2026 and complete in approximately two (2) years. The pump and haul operation is anticipated to begin in summer of 2027 and will continue until the new plant start-up and commissioning is complete in December 2028.
