Background Information:

This resolution authorizes staff to proceed with an amount up to $42,000,000.00 the first planned contract price amendment to the progressive design-build agreement with Burns and McDonnell Engineering Company, Inc. for design services and construction for the FM 1978 Water Reclamation Facility project.

 

This first planned contract price amendment consists of the following scope of work elements for the two million gallons per day (2 MGD) water reclamation facility and interim wastewater management improvements.

 

                     Final Design (Fleming Pass Road and 2 MGD Facility Design)

                     Interim Wastewater Management Infrastructure

                     Fleming Pass Road Improvements

                     Facility Early Works Construction

 

In May 2024, Council approved a cost sharing agreement with multiple developers to fund a new water reclamation facility in rapidly developing area in the southern part of San Marcos.  The new facility will allow the City to avoid multiple, small package plants throughout the area around and upstream of the San Marcos river.  The new facility is anticipated to treat 2 MGD initially and be expandable to 8 MGD.  An alternative delivery method for design and construction of the wastewater treatment facility is required to meet the agreed schedule and provide price certainty in lieu of conventional design-bid-build method, typically employed by the city.

 

This project was identified as a priority in the 2025 Wastewater Master Plan to address treatment capacity issues anticipated due to growth in southern San Marcos.  Once FM 1978 Water Reclamation Facility is operational it will serve the immediate area and will allow the diversion of flows from the existing River Road Water Reclamation Facility to help defer some near term capacity improvements needed there.

 

Construction is anticipated to begin on FM 1978 Water Reclamation Facility in September 2026.  and complete in approximately two years.   A second planned amendment will be brought to Council in October 2026 to request approval for the remaining work.
