Background Information:
This request is for a zoning change from Public “P” to Character District - 5 “CD-5.” United Campus Ministry and Christ Chapel are existing uses on the property. The request is submitted by United Campus Ministry and is intended to accommodate a mixed-use religious ministry, retail, and multifamily development. This request is running concurrently with an Alternative Compliance application for 6-story building height in CD-5 zoning (AC-25-08).
The area is within the Conservation/Cluster Preferred Scenario Place Type per the Comprehensive Plan, and a change from P to CD-5 is recommended as “C - Consider” by the Character District Translation Table within the Development Code. Nearby uses include Texas State University to the north, student services to the east and west, and the Aspire purpose-built student housing complex and retail to the south. Staff assessed CD-5 zoning as appropriate for this location due to its proximity to Texas State University and Downtown and its access to a variety of destinations by walking and transit.
Council Committee, Board/Commission Action:
At the December 9, 2025, regular meeting, the Planning and Zoning Commission voted 8-1 to recommend approval of ZC-25-14 as presented, Commissioner Agnew dissenting. Discussion topics included the consistency of the request for CD-5 zoning with the Comprehensive Plan preferred scenario designation of Conservation/ Cluster, and staff confirmed that a Preferred Scenario Amendment is not required per the Development Code.
