Background Information:

The City’s Purchasing & Contracting Division, Finance, oversees and supports Department-wide procurements of goods and services following state and local laws for public notification and receipt of competitive sealed bids and proposals.  This longstanding process requires bids to be delivered by postal or special mail carrier or hand-delivered to the office of the Purchasing Manager by a time certain.  Bids or proposals are opened and read aloud publicly.

 

This request is to enhance this process by supporting secure on-line bidding through the purchase of an e-sourcing software from Bonfire Interactive Ltd. through Texas Department of Information Resources Program contract #DIR-TSO-4363 in the amount of $68,400 for a three (3) year license. 

 

Through the e-Sourcing or e-Bidding platform Vendors will be notified of public requests for goods and services and vendors will more easily be able to submit bid/proposal responses through the platform which will be secured and confidential until the due date and time deadline. 

 

This procurement is pursuant to Local Government Code 271.102 which authorizes municipalities to participate in cooperative purchasing programs.
