Airport Master Plan
Background Information:
This is a professional services agreement for $171,463.50 with Garver, LLC to provide aviation planning services to update the airport master plan.
The airport’s master plan was last updated and adopted by City Council on April 20, 2021 (Res. 2021-69R). A series of updates are needed to the existing airport master plan due to the strong demand for airport development and potential for a change in the types of aircraft that could utilize the airport. The updates will focus on amending the facility requirements, alternatives, and Capital Improvement Plan (CIP) portions of the existing airport master plan. This will ultimately support future funding requests for projects at the airport.
The funding for this project will be via federal funds administered by TxDOT Aviation with ten percent matched by the city. Specifically, the funds used are those provided to the San Marcos Regional Airport from the Bipartisan Infrastructure Law (BIL). The city will receive reimbursement for 90% of the costs at the end of the project ($154,317.15) and ultimately fund ten percent at $17,146.35.
One response was received in March following a request for qualifications. Garver, LLC was selected as the qualified respondent. The scope and fee were negotiated and deemed to be reasonable to achieve the goals of the project.
