Background Information:

Pursuant with Texas Transportation Code Sec. 545.356. (b-1), the governing body of a municipality, for a highway or a part of a highway in the municipality that is not an officially designated or marked highway or road of the state highway system, may declare a lower speed limit of not less than 25 miles per hour, if the governing body determines that the prima facie speed limit on the highway is unreasonable or unsafe.

The Public Works Department received a petition from residents of Vista De Los Santos Neighborhood seeking to reduce the traffic speed from 30 mph to 25 mph for the entire neighborhood. Within the neighborhood there are 86 parcels and the petition received 67 responses. Among these 67 responses, all support the petition and none oppose. Based on a speed study conducted during September 13-15, 2021, the average eighty-fifth percentile speed on Los Santos Drive is 26.5 mph. For the street studied, 85th percentile speed is within 5 mph of the current speed limit, which is 30 mph.

The neighborhood is a single-family residential area, the street width is 25 to 26 feet in the neighborhood. With on-street parking and pedestrian activities in the neighborhood, the 30 mph is considered unreasonable or unsafe.

City staff recommends reducing the speed limit within the neighborhood from 30 mph to 25 mph.

Recommendation: 

In order to improve roadway safety, City staff recommends approval of the 25 mph speed limit of the following roadway segments in Vista De Los Santos Neighborhood:

1800-1900 block Los Santos Drive from Valencia Way to Madrid Trace;

1200-1400 block Madrid Trace from Gibraltar Drive to south end;

1800-1900 block Gibraltar Drive from Madrid Trace to Valencia Way;

1900 block Mallorca Way from Madrid Trace to Andalucia Drive;

1300-1400 block of Andalucia Drive from Mallorca Way to Gibraltar Drive;

1700 block of Craddock Avenue from Valencia Way to Wonder World Drive;

1800 block Valencia Way from Gibraltar Drive to Los Santos Drive.

Pursuant with 82.067- The traffic engineer shall develop and maintain a traffic register containing a record of every location in the city where any traffic control device or special regulation is made applicable, whether by ordinance or by the traffic engineer's authority established under this chapter.
