Background Information:
At the May 15, 2018 City Council Meeting, City staff was directed by Council to present the Loquat Road closure alternatives and explain why the closure was recommended.
Watershed Protection Division requested the closure of Loquat based on the Sessom Stream Assessment recommendation as part of stream restoration strategy. Staff has also coordinated with Fire and Police to assess impacts to emergency response. The findings from both the Stream & Public Safety Assessments will be presented for Council. Previous coordination with TxState will also be provided.
In 2013, the City hired RPS Espey to evaluate Sessom Creek from Canyon Road to Aquarena Springs Drive. In this report, RPS Espey identified several conceptual level solutions. The highest priority project, according to this report, is to relocate the exposed wastewater trunk main in Sessom Creek from N.LBJ to Canyon Road.
The City executed a contract with Kimley Horn in August 2017 for providing design and construction phase services for the Sessom Creek Wastewater Replacement From N. LBJ to Canyon Road Project.
The Sessom Creek Restoration Project will be designed by John Gleason, LLC in a separate contract with the Edwards Aquifer Habit Conversation Plan (HCP).
The entire project scope consists of the following improvements:
Kimley Horn Design Contract
• Sessom Drive Sanitary Sewer - the replacement of the exposed sanitary sewer line in Sessom Creek from N. LBJ Drive to Canyon Road.
• Sessom Creek Water Line Relocation - the lowering of all exposed water line in Sessom Creek from N. LBJ Drive to Canyon Road.
• Canyon Road Reconstruction - The reconstruction of approximately 500 linear feet of roadway along Canyon Road in conjunction with the bank stabilization.
John Gleason, LLC Design Contract
• Sessom Creek Restoration Project
o Stabilizing Sessom Creek from N.LBJ to Canyon Road to prevent sedimentation from entering the San Marcos River; paid for by HCP
o Repairing two (2) separate drainage outfalls along Sessom Drive and Sessom Creek; paid for by the City CIP Funds.
The total construction cost is estimated at $3.7M to $4.1M. The HCP has budgeted $1.5 million towards the Creek Restoration Project.
Both the Sessom Creek Wastewater Replacement Project and the Sessom Creek Restoration Project will be combined and bid under one contract.
Construction should occur in 2019.
