Background Information:

The attached Change Order to Contract 224-288 with Austin Underground, Inc., for the Davis Lane Lift Station and Gravity Main Improvements Project, in the amount of $203,110.00, will add a 16” waterline bore underneath Old Bastrop Highway to the existing contract.

 

The City of San Marcos Utilities Department is currently working on the Centerpoint waterline improvements project, which includes approximately 2,900 linear feet of 12-inch water main along Centerpoint Road and 94 linear feet of trenchless installation across Old Bastrop Highway. All existing water meters and fire hydrants will be reconnected to the new main. The City’s utilities crew does not have the expertise to construct the trenchless installation across Old Bastrop Highway.

 

Halting the Centerpoint waterline project to initiate a new bidding process would result in significant delays, increased costs, and operational hardship for the City. Interrupting progress at this stage would not only extend the timeline but also create inefficiencies and additional financial burden to the City. Given this situation, it would qualify as exempt from competitive solicitation due to emergency circumstances under Local Government Code, Section 252.022(a). As a result, this work will be added as a Change Order to Austin Underground Inc.'s current construction contract (No. 224-288) as they are a competent contractor completing a similar scope of work on the Davis Lane Lift Station and Gravity Main Improvements Project and have provided a fair project price for the Centerpoint waterline project work.

 

The scope includes the installation of approximately 150 linear feet of 16” waterline main, including 94 feet of trenchless installation with 24” steel encasing pipe via bore across Old Bastrop Hwy.

 

Tentative schedule to complete the construction of 16” waterline bore is Spring 2026.
