Background Information:
The Fire Department is scheduled to purchase a new fire engine which is available to the City at a discount from Metro Fire Apparatus Specialists, Inc., through the Sourcewell purchasing cooperative contract #113021-RVG-021. Metro Fire Apparatus Specialists, Inc., is located in Houston, Texas.
The catalog cost of the ERV010 Star Side Mount Pumper Truck with a 500-gallon tank and 1500 GPM pump is $1,412,636.86. The Sourcewell cooperative contract discount of $82,636.86 reduces the cost to $1,330,000. Under the authority of Local Government Code Chapter 271, the City is authorized to participate in cooperative purchasing programs to include this Sourcewell cooperative contract.
The build-out time for this pumper truck is approximately 24 months. Funding for this procurement was approved in the City’s 10-Year CIP.
The pumper truck will require additional outfitting with tools that can be acquired from a variety of cooperative contract vendors to ensure the City obtains the best value for each tool procurement needed. The additional outfitting cost is currently estimated at $220,000 and takes into consideration reasonable cost escalations that may occur in the market by the time the pumper truck is delivered. Equipment included in the $220,000 includes, but is not limited to, LifePak cardiac monitor-defibrillator, Lucas device (chest compression system), extrication equipment, mobile radio, Opticom transmitter, ballistic equipment for the crew, and the Knox key secure device.
Therefore, the City is requesting approval of $1,330,000 for the pumper truck purchase from Metro Fire Apparatus Specialists, Inc., and the $220,000 estimated outfitting cost from a variety of cooperative contract vendors. The cost of the fire engine and associated outfitting will be paid by certificates of obligation or another financial instrument.
