Background Information:

A change in service to the existing contract 215-315: Cross Town Trails Project is required provide design and construction phase services for IH 35 Shared Use Path project. Project objective includes providing a shared use path for pedestrians and cyclists across San Marcos River and IH35. Proposed project will construct a 12-foot-wide SUP along south side of William & Eleanor Crocks Park and across San Marcos River from existing bridge to the newly constructed SUP underneath IH 35 at San Marcos River crossing. This connection will provide a direct east-west pedestrian & bike route across IH 35 and connect to trail system on the east side of IH 35.

The City submitted an application to the Texas Department of Transportation (TxDOT) 2023 Transportation Alternatives Call of Projects in September 2023 for the construction of the project. As part of the application, the City is responsible for the design cost.  The grant application was approved by TxDOT in December 2023. An Advanced Funding Agreement (AFA) with TxDOT will be presented to Council in Spring 2024, with total available construction grant funding of $1,358,101.

Recreation Engineering and Planning previously completed a preliminary alignment with the Cross Town Trails project.  The attached change in service scope includes preliminary & detailed design, bidding, and construction phase services of this preliminary alignment.

Tentative schedule to complete design phase is Spring 2025 with construction estimated to start in 2025.
