Prior Council Action: Approved on 1st reading on September 21, 2021. A motion was proposed by Councilmember Gleason, seconded by Councilmember Scott to approve Ordinance 2021-78, on the first of two readings. The motion passed 6-1, with Councilmember Baker dissenting.

Background Information:

This annexation request is associated with two zoning Change Requests - ZC-21-12 (FD to CD-3) and ZC-21-15 (FD to EC with associated multifamily as permitted by the Whisper South Development Agreement 2021-142R). The Planning and Zoning Commission voted to recommend approval of both zoning changes at their August 24 regular meeting.

This site comprises the part of the Whisper South Public Improvement District (2021-87R) that is located outside of the City limits. The PID was approved by City Council on May 4, 2021   and covers drainage, roadway and other infrastructure costs associated with the mixed-use development. It should be noted here that in addition to the zoning change requests ZC-21-12 and ZC-21-15 that accompany this annexation, there are two zoning change requests located within the City limits and the PID boundaries (ZC-21-13 FD to CD-4 and ZC-21-14 FD to EC) which form part of the wider Whisper South Mixed Use development.

 

Council Committee, Board/Commission Action:
The Planning and Zoning recommended approval of the accompanying zoning change requests (ZC-21-12 and ZC-21-15) at their regular meeting 8/24/21.
