Background Information:

A 2025 Ford F550 XL crew cab 4X4 diesel chassis will be purchased from Rush Truck Centers for $82,043.63 (Sourcewell Contract #032824-RTG) and transported to Wachs to be outfitted with a standard single turner valve maintenance skid for $156,862.65 (BuyBoard Contract #685-22). This vehicle is used in the preventative maintenance of distribution system valves and will replace the current 20-year-old unit. The Water Distribution division of the Utilities Department currently performs manual valve exercising, which is labor-intensive. The automated valve exercising truck will increase inspection frequency, reduce crew time, improve valve reliability, and support compliance with distribution system maintenance plans.

 

Sourcewell Cooperative Contract #032824-RTG for Commercial Truck Sales, Parts, and Service was awarded to Rush Truck Centers and is valid through July 9, 2028.  BuyBoard Cooperative Contract #685-22 for Construction, Road and Bridge, and Other Related Equipment was awarded to E.H. Wachs and is valid through November 30, 2025.

 

The City is authorized by Texas Local Government Code, Section 271.102, to participate in cooperative purchasing programs, including the Sourcewell and BuyBoard contracts listed above, to procure goods and services, satisfying state law requiring municipal government to seek competitive bids.

Recommendation: 

City Staff recommend approval of the purchase of the chassis from Rush for $82,043.63 through Sourcewell contract #032824-RTG and the valve exerciser skid from Wachs for $156,862.65 through BuyBoard contract #68522, for a total cash purchase of $238,906.28.
