Background Information:
These ordinance changes serve to clarify and align with the Council Finance and Audit (F&A) Committee recommendations on voting rights and Greater San Marcos Partnership (GSMP) Board membership eligibility to serve on the EDSM Board.
On May 19, 2022, the F&A Committee recommended changes to the EDSM bylaws converting the City Council and City Manager positions to non-voting members since: 1) the Council Member would vote separately during Council deliberation and 2) the City Manager is responsible for the staff recommendation to City Council.
On December 8, 2022, the F&A Committee recommended a needed clarification and update to the recent ordinance change (11/15/22) restricting GSMP Board member eligibility to serve on the EDSM Board. As discussed at the September 29, 2022 Committee meeting, the Committee reaffirmed that the restriction was not to be applicable to the City Council, City Manager, Hays County, and SMCISD positions.
The Committee also recommended an update to allow a GSMP Board member to serve on the EDSM if that position is appointed as the EDSM Representative to the GSMP Board.
It was also recommended that, of the remaining positions, no more than one additional EDSM Board member may be a GSMP Board member.
The Committee also reaffirmed its previous vote on member voting rights from the May 19 meeting.
Council Committee, Board/Commission Action:
Finance and Audit Committee (December 8, 2022) - recommended approval of the update to member voting rights and member eligibility changes. Finance and Audit Committee (May 19, 2022) - recommended approval of the update to member voting rights.
