Background Information:
On February 25th, 2021 four bids were received for Sessom Creek Bank Stabilization and WW Replacement - Phase I (221-036). Bids were evaluated by the design team to assure they were responsive and responsible. After evaluating the bids, the design team recommends awarding a construction contract to the second lowest bidder Santa Clara Construction, Ltd. in the amount of $3,186,928.00 for the Base Bid and Additive Alternate 1.
The apparent lowest bid for the project, submitted by VACA Underground Utilities Inc, was deemed non-responsible because they did not meet the minimum qualifications required by the bid documents and they submitted an unbalanced bid. This solicitation included very stringent qualification requirements due to the sensitive environmental constraints associated with working in Sessom Creek and the extensive requirements that the Contractor must comply with in regards to the U.S. Army Corps of Engineers permits. With regard to the bid submitted by VACA Underground Utilities, Inc., several unit prices were unbalanced based off the engineers estimate and average unit prices, meaning the unit prices submitted do not accurately represent the work associated with them. The Engineer and City staff recommends rejecting VACA Underground Utilities Inc.’s bid and has recommended award to the second lowest and responsible bidder Santa Clara Construction, Ltd.
The City and the Edwards Aquifer Habitat Conservation Plan (HCP) have partnered to design and construct a project to stabilize Sessom Creek from N.LBJ to Canyon Fork. The City will remove the exposed wastewater main in Sessom Creek and make some repairs to the Canyon/Loquat intersection as well as existing drainage along this route. The HCP will stabilize Sessom Creek to reduce the amount of sedimentation reaching the San Marcos River. The project was broken into 2 phases due to funding issues and ROW needs. Phase 1 will occur between N. LBJ and south of Canyon Road. Phase 2 will occur from Canyon Road to Canyon Fork.
Construction of Phase 1 is expected to start in June 2021 last 1.5-2 years; depending on weather. Phase 2 is currently in design and is expected to start construction when Phase 1 is completed.
