Background Information:

In August of 2024, the Arts Commission approved sending a call for artist qualifications for a mosaic art project to be installed on the risers of the steps at the Price Center, a city building, located at 222 W. San Antonio Street.

A regional call for qualifications went out in April 2025 seeking qualified applicants living within 100 miles of San Marcos. The project budget of $15,000 is inclusive of all labor and materials for the mosaic that must last at least 25 years in outdoor conditions with minimal maintenance.

The Arts Commission reviewed the applications and selected Austin-based artist Carmen Rangel. The design was approved by the Arts Commission at the October 22, 2025, meeting.

Arts Commission approved a call for art on August. 28, 2024, with a $15,000 artist stipend; artist Carmen Rangel was selected by the Commission on June 25, 2025. The artist submitted a design in early October. The mosaic design was approved by the Arts Commission at the October 22, 2025 meeting.

Recommendation: 

It is the recommendation of the Arts Commission and Arts staff to move forward with the artwork provided by Austin-based artist Carmen Rangel.

 

Mosaic artwork to be installed on the risers of the steps at the Price Center, 222 W. San Antonio Steet. Nine steps, each measuring 159” x 5.5”.

 

ARTIST DESCRIPTION: Inspired by the greenery and flowers of The Price Center garden, she incorporated more cacti into the space. A simple and bold color palette that pairs well with the architecture and subtle purple shading to match the color of the branding. The background will feature iridescent and mirrored glass tiles sprinkled throughout.
