Background Information:

The Public Works Department is responsible for the safe and efficient operation of the City of San Marcos roadway network which includes maintenance of 73 traffic signals. To ensure consistent and timely traffic signal repairs, the City issued Invitation for Bid IFB 2025-135 for Traffic Signal Construction and Maintenance IDIQ (Indefinite Delivery Indefinite Quantity) Contract.

 

The scope of work under the IDIQ contract includes installation, maintenance, and replacement of traffic signal equipment on an as-needed basis. The IDIQ mechanism allows the City to quickly address traffic signal needs without the delays of separate procurement processes for each project. The initial contract term is for a period of one year with up to two (2) optional one-year renewals, contingent on funding and contractor performance.

 

IFB 2025-135 updates specifications from a prior IFB 224-241 to include adequate response time requirements and sufficient municipal experience criteria. These updates were essential to ensure contractors can respond promptly to emergencies and demonstrate familiarity with local traffic systems.

 

On July 3, the City received four (4) bids in response to IFB 2025-135. After evaluation, staff recommends awarding the contract to the lowest responsive and responsible bidder, Austin Traffic Signal Construction Co., Inc. of Austin, Texas, in an amount not to exceed $150,000 annually.

 

Awarding this contract supports the City’s commitment to a safe, accessible, and reliable transportation system and enables the Public Works Department to efficiently manage traffic signal repair and maintenance needs citywide.
