Background Information:
The attached change in service for $793,998.00 to Agreement 224-205 with Plummer Associates, Inc. will provide engineering design services for the City of San Marcos (City) Sunset Acres Subdivision Improvements project and increase the total contract amount to $3,793,998.00.
This change in service will include split the plan set into 2 phases, add engineering services for drainage analysis, tree and erosion impacts, utility coordination, additional surveys, and easements acquisition.
The Sunset Acres Subdivision Neighborhood Improvements project scope includes water, wastewater, drainage, and street infrastructure improvements within Sunset Acres Subdivision. In addition, the electric infrastructure within the subdivision will be converted from overhead to underground as part of this project.
The current construction estimate is approximately $35M-$40M and would be most expensive subdivision project the City has ever built. For context, the Victory Gardens Subdivision project bid in 2018 and the low bidder was $8.2M and Blanco Gardens Drainage Improvements bid in 2021 and the low bidder was $15.2M.
The consultant and city staff reached out to multiple contractors over the last several months to gauge their interest in this project. The consistent recommendation was to break the project into smaller phases as construction amount because this amount will exceed their bonding capacity and the cannot submit a bid. As a result, the project will be split into 2 phases.
Phase 1 design will include water, wastewater, drainage, street infrastructure improvements, and electric underground conversion along Del Sol Drive, Patricia Drive, Candlelight Lane, Lockwood Street, Parkdale Drive, Broadway Street, Parker Drive, and Ebony Street. Phase 2 design will include water, wastewater, drainage, street infrastructure improvements, and electric underground conversion along the remaining Patricia Drive, Candlelight Lane, Lockwood Street, Ebony Street, Magnolia Drive, and Oakdale Street. Please refer to the attached exhibit for clarification.
The other major component of this change in service is easements acquisition service. Staff has made a concentrated effort to reduce the easement needs on this project from 97 easements down to 24. Due to the large number of easement and the requirements associated with the federal funding on this project, the project will need to add third party real estate service to ensure compliance with federal guidelines.
The project is scheduled for construction in Spring 2027, pending Easements/ROW acquisition.
