Background Information:

A FEMA-approved hazard mitigation plan is required for eligibility for grant funds through FEMA’s Hazard Mitigation Assistance (HMA) programs, which include: Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC), Flood Mitigation Assistance (FMA), and High Hazard Potential Dams (HHPD) programs. Funds from these federal grant programs may be awarded directly to the participating jurisdictions to implement mitigation projects identified in the Plan Update. TDEM/FEMA requires that if you are to pursue grant funding for a project, the project has to be included in your Hazard Mitigation Plan. In addition, having a FEMA-approved hazard mitigation plan, provides additional points when applying for CDBG grants.

 

In reference to section 20: Mitigation Actions, these are proposed projects that all participating entities in the City of San Marcos HMAP developed. The purpose of the mitigation section is to identify sustainable actions that the City would be interested in implementing to reduce to impacts of the natural hazards being profiled within the Plan. Development of these projects are based on the needs of the district and/or interest in implementing if the funds were to become available. The development of these projects is based on intended wishes and ideas from the planning team.

 

All projects are ideas that the City is considering implementing but there is no stipulation should the City decide not to implement a single action in the 5-year cycle of the City of San Marcos HMAP. Since FEMA allows us to defer unimplemented actions into our Plan Update, this is justification that we are not penalized for not implementing portions of the plan. In addition, the estimated costs are only that; an estimated cost of the proposed project listed. FEMA requires an estimated cost to be included for each project; to be determined is not an acceptable option. If the City decides to pursue grant funding for one of these projects, FEMA will not hold the City to the estimated cost in the Plan.

 

City Staff worked with H2O Partners for the completion of the written plan. Once the plan is approved via Council resolution, it will be submitted by City Emergency Management staff to TDEM who will then file it with FEMA. The plan has undergone a preliminary review and has been approved by FEMA. The approval letter is also attached.
