Consider approval of Resolution 2025-190R, authorizing a request for reimbursement from the Texas Department of Transportation (“TXDOT”) for 95 percent of the cost of the Runway 17-35 and 13-31 Improvements and Decoupling Design Project for the San Marcos Regional Airport in the estimated amount of $1,425,000.00 out of the estimated project cost of $1,500,000.00; authorizing the City Manager, or her designee, to execute all contracts and agreements with TXDOT as necessary to obtain such reimbursement and to execute a Designation of Sponsor’s Authorized Representative on behalf of the city; and declaring an effective date.

Airport Master Plan
Background Information:
The need for improvements to the airport’s runways was identified in the 2020 airport master plan in addition to the ongoing master plan update. The city made a request to TxDOT Aviation for funding to support a project to decouple runway 17-35 & 13-31 and lengthen and strengthen Runway 17-35. This was subsequently added to TxDOT Aviation’s Capital Improvement Program with funding for 2025.
This ultimate goal of the project is to:
• Extend Runway 17-35 by 600 ft. to the south and by 500 ft to the north.
• Shorten Runway 13-31 by 450 ft.to the northwest.
• Decommission Runway 8-26 and make Runway 17-35 the primary Runway due to the direction of the prevailing winds
• The new runway and taxiway pavement will be strengthened to support regular operations of aircraft up to 80,000 lbs. with single wheel landing gear configurations
• This strengthening is necessary to enable the ultimate decommissioning of Runway 8-26.
• The new taxiways are planned to be 50 ft. in width to support regular Taxiway Design Group (TDG) 3 operations.
• This project also includes the addition of a new engine run-up pad adjacent to Taxiway F and the relocation of all necessary markings, signs, and lighting.
The scope of this request covers the design, environmental clearances, and aerial survey work required for construction. A future request will be submitted for construction costs.
The city is now seeking financial support from TxDOT Aviation to use federal funds to support the cost of the Runway 17-35 & 13-31 Improvements and Decoupling Design project. TxDOT Aviation requires a resolution from the local sponsor requesting financial assistance, which will be through reimbursement. Additionally, the City Manager must document, through designation, the City’s project manager.
The estimated cost of the project will not exceed $1,500,000 for design, unless subsequently authorized. The City will be responsible for 5% of the actual cost and will be reimbursed for the remaining 95% up to $1,500,000.00.
Construction is anticipated to occur in 2028-2032 in the amount of $30M-$35M; which is expected to be grant funded up to 90-95%.
