Background Information:
The purpose of this purchase is to replace two aging transit vehicles which have exceeded the vehicles’ life expectancy with two new transit vehicles for public transit services in the City of San Marcos urbanized area.
The two Americans with Disabilities Act (ADA) compliant transit vehicles will be put into the City’s public transit service. The vehicles will be operated and maintained through the City’s contract with Capital Area Rural Transportation Systems (CARTS). The vehicles will replace aging fleet that have reached their end of useful life. The new vehicles will improve passenger safety, vehicle reliability, and comfort for passengers on the City’s transit system. The vehicles will be registered by the City but will be maintained and insured by CARTS as stipulated by the Public Transit Interlocal Agreement between the City and CARTS.
These two ADA compliant transit vehicles will be funded with Federal Transit Administration (FTA) grant funds in the amount of $356,656.00 and Capital Area Metropolitan Planning Organization Transportation Development Credits (TDCs). The remaining balance of $1,217.00 will come from General Fund.
TDCs work as a credit against the usual local funding required for FTA grants. The City uses the awarded credits in place of local dollars to meet the local match required for FTA grants. While TDCs do not provide new funding, they allow eligible transit projects to be funded at 100% Federal share by eliminating the need for a local financial contribution. The city is utilizing TDCs to meet the local match requirement of the 80% Federal with corresponding 20% local match. With the apportioned grants there is a $1,217.00 remaining balance for this purchase which will be funded with General Fund dollars.
The City is authorized by the Local Government Code, Chapter 271, and by the “Interlocal Cooperation Act”, Texas Government Code, Chapter 791, to participate in cooperative purchasing programs to increase efficiency and effectiveness of local government procurement and contracting.
The State of Oklahoma Management and Enterprise Services has awarded a contract #SW0797M for ADA Transit Buses to Model 1 Commercial Vehicles, Inc., with locations across the United States to include Irving, Texas. This contract is valid through November 2032. The City of San Marcos would like to utilize this contract for purchase of Americans with Disabilities Act (ADA) compliant transit vehicles and related accessories to support accessible and reliable transportation services. This solution helps the City provide safe, equitable, and efficient transportation for all individuals, including those with disabilities.
The State of Oklahoma Management and Enterprise Services contract #SW0797M is recommended by the Texas Department of Transportation - Public Transportation Division (TxDOT-PTN) for purchases of these buses. TxDOT-PTN supports public transit throughout the state of Texas and provides transit agencies with State grant funding and pass-through Federal Transit Administration grant funding in support of these capital investments.
